Bob Ganley began his career with the NYC Transit Police Department in January 1982. By 1984, he became a PBA delegate, later serving as a Trustee on the Contract Negotiating Committee and the Health and Welfare Fund. Promoted to sergeant in 1988, Bob was elected Executive Secretary of the Transit Police Sergeants Benevolent Association, where he chaired the Variable Supplement Fund and was deeply involved in contract negotiations.

In 1991, he became president of the TPSBA, and in 1995, he initiated a successful lawsuit against Mayor Rudy Giuliani and the City of New York over the 1127 tax issue. This victory ensured the return of unlawfully withheld funds with interest and penalties. By 2002, Bob was Vice President of the NYPD Sergeants Benevolent Association, participating in various committees, including the Contract Negotiating Committee, Health and Welfare Fund, and Political Action Committee, among others. He represented the SBA at the NYC Police Pension Fund, managing assets exceeding $20 billion until his retirement in February 2017.

In November 2017, Bob was appointed Deputy Police Commissioner of Employee Relations by Police Commissioner James O’Neill. In this role, he improved the health, well-being, and morale of NYPD members, supported families of fallen or injured officers, and liaised with 40 fraternal, religious, and ethnic organizations. He managed the Employee Relations Bureau, encompassing the Ceremonial Unit, Chaplains Unit, Family Assistance Section, and Health and Wellness Section, while addressing members' concerns to the Police Commissioner and executive team.
